The EIB, the European Union's bank, is seeking to recruit for its Legal Directorate (JU) – Legal Department, Operations (OPS) – South East Europe Division (SEE) at its headquarters in Luxembourg, a:
Italian-qualified Banking / Finance Lawyer
The term of this contract will be 4 years
The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.
Purpose
The South East Europe Division (SEE) deals with the legal documentation and legal issues for projects in the following countries: Italy, Malta, Slovenia, Croatia, Balkans, Greece, Bulgaria, Romania, Cyprus and Turkey. The successful candidate will assist the Head of Division and Head of Department, together with other legal counsels, in providing legal support to the operational directorates.
Operating Network
The lawyer will act under the authority of the Head of Division, in cooperation with the other lawyers of the SEE Division and will collaborate with all other Divisions in the Legal Department - Operations, depending on the project.
Accountabilities
The lawyer will carry out work related to all of the Division's responsibilities and work independently on financing operations in particular, with relation to projects in Italy. The post may involve a certain amount of travel for negotiations and signatures of legal documentation. S/he will:
- Draft and negotiate legal documentation for financing operations and guarantees for:
- projects in the aforementioned countries, notably bilateral loans with banking sector and/or corporates and/or public sector counterparties
- structured finance (including securitisations), project finance and PPP transactions, with or without the assistance of external legal counsel
This involves: drafting of documents, legal advisory support, execution of contracts, completion of all related legal formalities and legal monitoring (including loan restructuring and other post-signature tasks)
- Manage contacts and negotiations with the Bank’s clients and their legal counsels
- Liaise with external counsels and supervise their work, whenever necessary
- Complete the administrative formalities vis-à-vis clients (public institutions and private enterprises)
- Undertake research and conduct legal studies on issues of law arising in connection with the Bank's operations and in the context of developing new financial instruments
- Develop and maintain relationships within the Bank and represent EIB externally where necessary
Qualifications
- University degree in law; professional legal qualification in Italy with a minimum of 4 years of relevant post-qualification experience. Qualification as an English solicitor or under New York law (or another US jurisdiction) would be an advantage
- Significant professional experience in the field of banking and project financing acquired with a law firm of international reputation or the in-house legal department of a financial institution
- Significant experience in the drafting and negotiation of finance documentation in Italian and in English
- Solid experience of general banking, structured finance, project finance and/or PPP transactions
- Excellent knowledge of English and/or French (*), with a good knowledge of the other. (Knowledge of other EU languages would be an advantage). Very good knowledge of Italian is a distinct advantage
- Post-graduate legal studies (LLM or equivalent) in a university of international reputation would also be an advantage.

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
